Bear in mind that what we face in Haiti today is not just the task of rebuilding after a major earthquake, it's about rebuilding an entire country whose basic economic and social infrastructure was effectively broken well before the earthquake."Fisher's statement came as he briefed the press on the state of the recovery and reconstruction processes in the small island country, which already faced staggering poverty before the Jan. 12, 2010 earthquake and a series of subsequent crises only made the situation more difficult."For Haitians, clearly, 2010 will long be remembered as the year of multiple crises, the year of the earthquake, the displacement of over 2 million people, the year of the cholera epidemic and then at the end of the year, the start of political crisis, related to elections and incoming new government," said Fisher. "But beyond those images, the devastating impact of the 2010 crises further highlighted literally decades of chronic instability, lack of basic social services, lack of economic opportunities that left so many Haitians in deep poverty and chronic vulnerability."Fisher explained that the pre-existing poverty and lack of infrastructure in Haiti, exacerbated further by the 7.0-magnitude earthquake, has made recovery and reconstruction very challenging tasks.He said that even before the quake, 3/4 of the Haitian population made less than two U.S. dollars a day, more than half of Haitian children were not in school, and 70 percent of the population lacked stable jobs. Only five percent of the roads in the country were in decent condition, and 70 to 80 percent of Haitians did not have access to basic electricity."Despite the difficult circumstances, the humanitarian response was one of the largest ever mounted and continues to help the survivors of that tragedy, the most destructive urban disaster in recent history, helping them to rebuild their lives and their country," said Fisher.According to Fisher, progress has been made in helping Haitians return to their homes from the camps, where 1.5 million people were living as of July 2010."Today there are 550,000 people left in the camps, that's still a huge number but lets not forget that that is a drop of two- thirds which does represent real progress," he said.Fisher said that job creation is underway in the country, with some 400,000 people employed in labor-intensive areas like rubble removal, irrigation works, and community infrastructure development. He added that new microfinance and agricultural credit programs that have begun in Haiti since the earthquake are helping tens of thousands of rural Haitians rebuild their livelihoods."Only half of Haiti's children went to school before the earthquake, that's about a million children at the primary level," Fisher noted.
